2015 Summer Budget - IR35 Implications For Freelancers

2015 Summer Budget - IR35 Implications For Freelancers

In the 2015 Summer Budget the government announced that HMRC would start a consultation with businesses on how to improve the effectiveness of the existing intermediaries’ legislation (commonly known as IR35). HMRC is to engage with all interested parties and organisations over the next few months to explore options to make the legislation more effective in protecting the Exchequer and levelling the playing field between direct employees and those who work in a similar manner to direct employees, but through their own limited companies.

Travel and Subsistence Tax Relief
In the 2015 Summer Budget, it was announced that a restriction would be placed on travel and subsistence relief for workers engaged through an employment intermediary, such as an umbrella company or a personal service company. It was determined that this restriction would apply to workers who were under the supervision, direction and control of the end-user. It is anticipated that the changes will come in April 2016 following a consultation with HMRC.
